COD modding tool 1.5 doesn’t work?

I’m trying to perform a mod on my xbox 360 for call of duty WAW nazi zombies and i downloaded xplorer and i found the savegame file and i put it on my desktop to put it in the cod modding tool program and it keeps saying there’s an error and it won’t let me import the file in the program. I want to know how to fix this or someone can tell me a different way on how to mod nazi zombies.
